1. I support the school of thought put forward by Prof. Bomba Kabisa, this is because in the first place, they did the work so they should have access to this results. Secondly, many times the African researchers get easily deceived by immediate benefits of collaborative studies and fail to look at the future implications of such collaborations. Having access the data even after the project far more outweighs these immediate benefits.
2. This can be implemented by issuing each of the teams passwords to the database containing this information. Just like the case of hinari, so that they can access it from anywhere in the world.
3. The principle of full access to data by all research collaborators.

I perfectly agree with Professor Bomba Kabisa. A collaborative research is a partnership in wich scientifical benefits have to be share by all involved institutions. Immediate benefits like student training, institutions financial support... are more likely to help for capacity building in oder to provide good quality data.
At the end of the day, each institution has to get profit from data collected during the research period.
There is need to establish policies for data sharing in wich case institution from developing countries can benefit from some protection; regulatory authorities like IRB or ethicals commettees can play a key role in that case.
Justice is a fondamental principle in ethic. It is not just to collect data from developing country and not allow reseacher who contribute do those data to have acccess to these data. |

1. Which school of thought do you support, and why?
Yes benefits such as injection of research funds into institutions in the developing countries, post-graduate scholarships for students from the developing countries and all may be necessary. Also in order to reduce the possibility of copied data during the research, I think that each institution should access only data for the samples it submitted, but not data for the pooled samples from the various collaborating institutions in the developing countries during the 5 year period. But I would want to differ from the policy that even beyond the 5 year period the various institutions could still not access the pooled data.
As much as the research benefits mentioned may be necessary, it is also important that the pooled data is made available to collaborators after the 5 year period so they could study and learn from it for the benefit of science.
2. How would the data sharing policy that you support be implemented?
This can be implemented by seeking informed consent from the research participants.
3. For the school of thought that you agree with, what ethical principles could help to support your position?
Informed Consent.
4. Who should be involved in the determination of an appropriate data sharing policy for such a consortium as the one in this case study?

1)All scientists whether based in a developed nation or developing nation, should share knowledge and make good use of information generated without restrictions especially for research involving their neither countries nor matter where the database is located.
2)Every arrangement about the use and management of the consortium be done before the project elaboration
3)The principle of justice and approval of the institution hosting the database
4)All representatives of the collaborating institutions |
